I agree with the auto-police nexus article. We have also tried to take help from police and they simply encourage auto guys. Their attitude is "you are in IT saar, you can aaaford to pay daable!"

May be one solution is to have a forum on Koramangala.com where people can keep nothing the number and date of auto-incident. If possible, driving license number also. Once we have a list of 100 incidents, showing many numbers probably repeated, we can create public opinion to take action against those autos.
